签死他:经历9次在中国大陆F1拒签

记得四年前,一位已在美国的师姐发个test给我,其中一题:由一至十中,你最喜欢哪个数字?我当时选了九。九不是我的幸运号码,但我对九和九的倍数有特别的感觉,它们经常跟发生在我身上的大事相关。这题的答案:你所选出来的号码代表你在找到真命天子之前谈过的恋爱次数。我晕!

结果02和03年,我在广州发动了9次“广州起义”,均以失败告终。我想,难道第十次要成功?为了保险,我先去签英国。倒是让两个英领的中国工作人员说这说那,我被美国拒了好像就是犯罪似的,签证通过与否好像是由她们来决定似的。

终见到英国VO,他很大男人的样子,严肃得很。相信他遇上我这个Case,可谓无悔今生。密集盘问近30分钟,觉得我的材料没假,我这个人很自信,就是难以想象我这个人为何锲而不舍。面谈后还特意与他的翻译交换了意见。最后他告诉我,有必要向美领调查我的情况,结果在被check了5个礼拜才获得英国签证。由于英国的check将我所有材料收下,包括护照,令我无法去尝试可能神奇的第十次。不过,得感谢这个英国VO给了我一个机会。这两年在英国得经历,可能对我一生有着非常重要得影响。有的东西之珍贵,可能如果当初我去成美国,在这两三年里都可能得不到的。

赴美生子利与弊

上礼拜五,2005年6月3日,我去到美国驻伦敦大使馆,面对久违两年的美国签证官。

个人背景:个人背景:男,28岁 英文名Hunter

男,28岁(For age, I am a man. But for personality, I am a boy.),英文名Hunter。未婚,无子女。在珠江三角洲土生土长。2000年在广州某名校毕业,学士。工作三年。大姐已经移民美国。弟弟两年赴美留学,仍在美。父亲和二姐在香港。母亲在广东。现在英国持limited residence permit (在国内被很多媒体误传为工作签证。现在英国本科和研究生里部分理工专业的非欧盟国籍的学生毕业后可申请的,在英格兰为一年,在苏格兰为两年)。在一家体育用品店里打part-time,又在母系里做助教。

经历过02年沙面的血雨腥风和刀光剑影(那时我见过二三十个里才过一个。被check就高呼万岁),所以准备中没有对练,没有背答案,主要是材料和思考。

到了美使馆,先是排队,我的arrival time是9:30。没有广州以前那么多人。安检。别看警察拿着自动步枪守住,根本没有广州那么严。食物、饮料、电子产品等等都可以带进,只要没有危害或造成干扰就行。进去以后,是一个如同银行和邮局的大厅(那才叫大,广州那个简直不算什么)。环境很舒适,人们自由走动,聊天或坐下休息(广州那个基本是站死)。这个厅里还有自动售卖机,大家可以随便挑饮料和零食。在里面先像在广州的银行那样取号。270号,天啊!9的倍数。进馆前在一家麦当劳休息,看了Will Young的MV,是《Leave Right Now》。Will Young虽然是个Gay佬,但也有女朋友,他这首歌在我来到英国那年唱红“大江南北”。难道叫我赶快离开,不要去签?

这个大厅是交表的,共11个窗。被叫去三号窗。我喜欢的数字!赶忙过去,窗里一个可以男士心律大增的白人女生。我告诉她申请F1,然后不管她要不要,材料一份一份地递。她只收了护照、签证费、DS表格、I20、AD信、Offer信(连同钉在以前的emails)。最后留下指纹。这时已接近11点。据说有F1交表后等了超过一个小时才面谈,比其他类型的慢,于是作好漫长等待的准备。几百人里,东亚面孔的人很少,F1模样的我都找不到第二个。由于狂喝水,膀胱压力开始明显,但和我一起排队的一个会说广州话的北京MM(签工作),要出去打个电话,让我照看她的东西,只好等她回来才去释放内存。交表后不到20分钟,我正要低下头时,看到等离子屏幕上显示“Customer No. 270 please go to Window 20”(12至25号窗是面试用的,在另一个厅)。妈的,这么快!我还没准备好呢,厕所也不用上了。走动的时候,忙把外套脱下,里头的鳄鱼牌衬衣显得帅些。不过这里不跟国内,大家基本穿得很随便。广播里第二次传唤我了。终于找到20号窗。20,我另一个喜欢的数字。里面一个白人长发姐姐,让我想起大姐。我喜欢的类型!

面试长达半小时。没问题,我经历过了。

ME:Morning! Sorry to keep you waiting. (冲着她笑,顺便把书包放在地下)

VO:That’s ok. How’re you doing? (也冲着我笑)

ME:I’m fine. How about you?

VO:I’m fine too. Thank you!

(我递交的东西已经在她桌面,相信她至少看过一些内容。)

VO: Please put your right finger to the ??? to verify your identification.

ME (竖起右食指): this one?

VO: yes. (原来他们也要防“枪手”。)

(我都忘了下面谁先开口,只列出记得的对话。她先把我的护照的Bio-page像刷卡一样一刷,开始玩电脑。)

VO: Are you going to study at Ohio University?

ME: Yes. To pursue PhD in Electrical Engineering. I will focus on network communications.

VO: What will you do after this PhD?

ME: I will go back to China to work for network communications. It’s always my dream to be a leading expert for Quality of Services for the Internet in China. With this PhD, I will be… (突然我卡壳了,并非表达出问题,而是思路突然中断。不是这么快就“仆街”(粤语,摔死)了吧?幸亏只是暂时断电而不是短路。Try to回复状态,有些结巴地说出两句话来收尾,说过fantastic,promising说了两次。)

我似乎闻到签证的气味。窃喜!

(幸好这时她要离开,自言自语地说一些跟我专业和方向相关的单词,根本没有在意我说什么。她说请等一等,拿着我的材料就走开了。好险啊!我顺便用这点时间调整一下。我很快就轻松下来,不时环顾四周,这里环境挺轻松的,可不像在广州的签证处,装修的色调令人感到温暖。签证窗也不同,国内的有麦克风和喇叭,这里没有,怎也看不出装有电子通话设备的迹象,但对话时听得还蛮清楚的。真好!我觉得她在注意我的专业内容,莫非她不考虑移民倾向要给我签证了。似乎闻到签证的气味。窃喜!)

(几分钟后,她回来,还叫我再等等。)

ME: That’s all right. Please take your time.

(只见她一会鼠标,一会键盘。看看我的DS156表,右上角那个框的空白处已经写上几个单词,看不清是什么。但Issued和Refused两个单词都没被打圈。所以不敢盲目乐观,开始提醒自己“革命尚未成功,同志仍须努力”。心静如水很重要,我在这个冷场的时刻并没有构思怎样回答。头脑中仅有:实话实说,摆明原委,回国立场要坚定明确。她终于发话了。)

VO: How long have you been in UK?

ME: 20 months. I came here in September 2003.

VO: Why are you going to Ohio University? (分明就是问我为什么要去美国?)

ME: To do PhD study and research. They have very strong research centers and labs. They will provide me excellent environment to do research. I will do some real works, not just theoretical and simulation jobs… (竟忘了顺便引出我的RA,渐渐不知所云了。为了好下台,接着说) Do you need my resume?

VO: No.

ME: Ok. (不敢随便乱说了)

VO (始终以微笑发话): how will you pay for your study there?

ME: They gave me a scholarship. I should say RA, research assistantship. And there are some emails about the RA that are attached behind the offer letter. (我的Offer Letter上写的钱额比I20上少了约9000美元,email上有解释。)

VO (看一下我的I20): 将覆盖你大部分的费用。(跟着她翻看那些email)

ME: I highlighted some sentences.

VO: I see. (我把我的email内容也打印上去,原不想的,但为了显示自信,还是打印了。她倒是很认真看我的email内容,但没发表什么议论。)

ME: It’s about 85% of the overall expenses. I just need to pay the summer expenses. (I20上说余下的费用是Family Funds,而我在DS156上写是我自己付这部分。竟然忘了跟她说,我去到以后还可以申请到TA,学校确实规定来到以后经过考察才给TA。这也可以趁机“晒命”(粤语,炫耀)嘛。笨笨!)Do you need to have a look at my bank statements?

VO: Sure!

(财力证明不像国内那样烦,只须要递上银行定期寄来的bank statements就行了。由于几乎所有材料都放在一个夹子里面,翻的时候一定不能急,否则容易撕破纸张。)

ME: Sorry to keep you waiting. (虽然想臭骂为什么不能一下子找出来,但没冒汗。)

VO: That’s all right!

(这是今年四月份才开的美圆account,约有一万美元的活期存款,一共收过四张statements,第一张上显示出钱是我姐夫(已转为美籍)转给我的。最新一张单独,免得她关注我在美的亲人。另外三张装订在一起。)

ME (故作镇定): Do you need the other statements as well?

VO: Fine! Please.

ME (靠!还真要。笑嘻嘻的说): Here you go! Actually, they are the same.

VO: I see. (翻了一下。由于第一张在最底,似乎没看。递出) ※……)(※-09 (好像在说,你竟有一笔美元存款,而不是英镑。)

ME (还真很镇定,笑着说): My family gave it to me. Would you like to have a look at my British pound bank statements? (又逞强了,想找死?)

(这个英镑account最新一个statement单独,之前五个月的装订在一起。现在里面仅几百镑,才够我在此活两个月。)

VO: Yeah!

ME: Actually, the US dollars are the major part. This is just small money. (我好串(粤语,好嚣张)啊!)

(想不到这种“盲目”自信奏效了,她看完就表示满意了。我也忘了跟她说或出示第二年以及以后也有保障的财力材料。那可是我姐夫在美国开出的担保,我不愿主动提及在美的亲人。幸亏她只关心第一年。我知道,财力没问题了。)

VO (突然): What will you do after the PhD?

ME (有些愕然,又问了?): You mean plan?

VO点点头。

ME: I will go back to China to work for Quality of Service for the Internet. I will join up application and theory to do real work. Bla bla bla… (都记不清具体说什么。)

立场坚定,不中美人计

VO (挤着一只眼睛,笑说): Why work in China? (留在美国不更好?)

ME: (立场坚定,不中美人计。没有笑,平缓地说) I will go back to China. It’s my DREAM (再次emphasize这个dream) to be a leading expert of network communications in China. As I said, few people have done my research in China. During my Master’s research, I compared America, UK and China. American institutions had created the most famous technical papers and real products. China had done very little in my area – MPLS-based Quality of Service for the Internet. MPLS, Multiprotocol Label Switching. They had some papers about that but just the translation of what I read. I will be a leading person in this field in China…(对于本专业的朋友们来说,我实在瞎扯了。)

(她一直在洗耳恭听,我说很多了,好想停下来。我突然话锋一转。)

ME: Would you like to see my degree certificate?

VO: Yeah, sure!

(我觉得她要了解究竟我有多优秀和究竟做过什么、将来要做什么。不慌不忙打开另一个文件夹去取我的硕士学位证书。其实动作慢点都无所谓。证书上写着我总评Distinction,当然要show给她啦。^_^)

ME: Do you need my transcript?

VO: Yeah! (笑着)

(好啊!上面写着我每项评定都是A,我获得什么学位,论文题目(A Study of MPLS-based Quality of Service for the Internet)。幸好我一直在跟她说要做网络的Quality of Service。我开始得意了。)

ME: And my tutor’s letter. It can tell you something more about me.

VO: No, thanks. (认真看我刚递给的材料,好像在思考什么)

(有点没趣,我不说话了。打量她的脸,她没看我。我不自觉地偷偷张望一下四周。虽然笔直的站着,但手指都不自觉地搭在签证台沿上。这是我小孩子性格的体现,幻想在那做弹钢琴的动作。由于她给我好姐姐的感觉,我甚至幻想学着儿童动画片里顽皮小孩在她面前捣蛋、眨眼睛。)

VO (抬头): what will you do for your research?

ME: Network communications. I will focus on Quality of Service for the Internet.

VO (突然): I need your resume.

(不慌不忙地递给她。看来她关注我的研究内容,最好不要check啦。她好像根本没看我的resume。)

VO: What’s your British visa status?

ME: I’ve got two visas. The first one was a student visa. This year I got a residence permit.

VO (翻看我的护照,点点头): So you can work here?

ME: Yes.

VO: What did you do here?

ME: I came here to do a Master’s research course at the University of Reading. I focused on network Quality of Service. Later I got the Master’s Degree. After the course, I continued my research in my department and acted as a part-time teaching assistant. I demonstrated for lab courses…

VO: Why not do a full-time job?

ME: I focus on my research. A part-time job is ok.

VO (想了一下): Please give me your tutor’s letter.

(我一直认为国内外教授的SL不会有很大作用,如果靠SL来证明没有移民倾向,有些自打嘴巴。我也跟我在英国的导师谈过这个问题,他乐于为我写。他原是我的系主任,现为院长。以前申请学校的推荐信都由他做,我根本不知道他写过什么。这次却由我来起草,但找不到合适的样板。我写这个SL的宗旨:中肯的列出事实(说明我优秀),最后表明欢迎我回母校服务,而不是直表我在英国有什么strong tie,决不说我回中国。就一张A4纸,导师做了点修改后就打印出来,我还要了他的名片。)

(没想到好姐姐罕见地双肘着台,举起那份SL认真看许久,而且注视着后半部分在思考。感觉上,她在思考我是不是:移民倾向任凭说,物超所值有目睹。^_^我才留意她的胸卡,她的first name叫Carrie。接受人民的监督嘛。)

VO (笑着退回SL给我): Could you please describe your research for me?

ME: Yeah! (好!) I’ve done research on the MPLS-based Quality of Service for the Internet. (指着她的电脑屏幕) For instance, this is the Internet. For instance, millions of people can be together using the Internet. It’s just like a road. (开始手舞足蹈) The width of the road is limited. How can let so many users get through? It’s a mathematical plan. MPLS is amazing! The header (包头) of the conventional IP data package is very large, or very long. The message included in the header won’t be shown on your screen. You just need the payload of the package. MPLS can use a very short label for routing so it will much shorten the header in the future. That means the payload can be enlarged. More user message can be carried. I will work on this.

(VO一边听一边使劲点头。)

VO: ^*%*%()*) (好像说中国需要这个吗,抑或这个在中国有前途吗?)

ME (又来了!): Yeah! As I said, very few people in China work on this. I will be leading. (灵机一动) Do you know that more than 90% Americans are using the Internet? In China, only less than 10% of the population. This 10% is more than the American population. (惭愧,我的数学有问题。^_^) The future is very promising!

VO (插话): Yeah, the American &*(*)(* massed. (应该是说美国都爆满了。)

(她又埋头写着什么。我翻翻材料,找出网上找到的Internet User and Population Stat,show给她。)

ME (得意地): Do you want to see the numbers?

VO (笑): I don’t need it. (我相信你了。)

VO (指着我的Admission Letter第一句): Is it provisional?

ME: The admission should be final. This letter was given in March.

VO: I see. (信上写着我必须注册前提供学士学位证书中英文版和本科中文成绩单)

ME: Do you need my bachelor’s degree certificate?

VO: Sure!

(递上。外套里还插进我的IEEE和IEE的membership cards。)

ME: The Chinese version is behind the English one.

VO: OK.

ME: do you need my transcript as well?

VO: No, thanks. (看完后证书,退回。)

VO (看着DS156第二页,突然): What do your parents do? (大概以为钱是父母给的。)

ME: My mother retired. My father works in Hong Kong.

VO: what does he do?

ME (顽皮地笑): He’s working for a car park company. It’s normal. (其实我爸年事已高,当个看更而已。我却不紧张)

VO: I see. (没有瞧不起的表情。)

VO (看到我写有兄弟姐妹在美国): Are you brother and sister studying and a permanent resident in the United States?

ME: Yeah!

VO: Why did they go to America?

ME: It’s quite complex. Can I explain to you? (利用废话时间调整)

VO: Sure! (很高兴的样子)

ME: My brother went to the United States to study a Master’s course in 2003. He is still doing the master. (忘了跟她说他是我的双胞胎弟弟。^_^) my sister immigrated to America in 1999 because her husband immigrated to America in 1994. (一点都不害怕) So I was refused so many times. (帅呆了!)

VO (满意。拨开DS156,看DS158): Have your parents divorced?

ME (开玩笑!我知道她看到父母地址不同): My Dad and my second sister (二姐) live in Hong Kong. My Mom lives in Mainland China. My Dad immigrated to Hong Kong to work in 1980’s but the family didn’t. (为显示家庭完整温馨) My father came back to see us every year to enjoy long holidays. We travelled around. Sometimes my mom and I went to Hong Kong to see him. (VO不断点头) People can’t imagine that the husband and wife can maintain the relation even though they’ve separated for so long time. (开始煽情,但还没说,我的眼眶就湿了,嘴唇抽动,但坚持说出一句,声音不小) I’m proud of them! (我的眼泪已经哗哗地流,幸好她低头写东西,大家没尴尬。我不敢说下去,怕真的哭出声来,并轻轻地用指头擦眼角。20多年来父母过的很不容易。爸爸为了养家走到香港打工,妈妈一个人在家照顾四个孩子。子女都有自己的方向,后来各奔东西,我们家已经6年没团聚,老爸连自己的外孙都没见过。他为了家里有个保障,今年70岁了,还要上班,而且是夜里看更,白天睡觉。好姐姐也真有趣,就是埋头写字,大概她注意到了。)

VO (终于抬头): (&)_+_%&^%&^$ (忘了她说过什么). (看着弟弟在美的住址) Is your brother a student?

ME: Yes. He studies in Florida.

平静下来,我又开始顽皮了

(VO整理一轮又离开。平静下来,我又开始顽皮了,东张西望。这里移民非移民一起。等候和面试各一个大厅。一个上午加起来可能就是400号人,比广州以前少多了,所以一般面试时间可以比较长。以前国内很多F1说趴在台上对话不好,但这里,当时那一阵,大多申请人都是趴着,有的简直脸靠近材料槽,也不见得VO有什么意见。通过率超高,申请人材料超少。我算最多的了,厚度也才约两厘米多。 又发现附近有两个像是美军的人,迷彩冒衣,袖子挽得老高的.)

 

VO (几分钟后回来,操作着鼠标,看着屏幕): Were you going to do PhD before?

ME (我立刻意识到她看着我的9次拒签记录在向我问话。实话实说,不怕!): Yeah, PhD. Same, Electrical Engineering. In 2002, I was going to the University at Buffalo. No scholarship. But the last one (我指的是6000), I changed to something like University of Nevada, Las Vegas. (只见她一会看屏幕一会看我,鼠标好像不断在拉滚动条:我的记录好多!) In 2003, I got a small scholarship. Oh, sorry. For the first time in January (指7000), I selected Cleveland State University, no scholarship. But later the University of Idaho gave me a small scholarship, just one third of the overall expenses…

VO (插话): _+(*&(^*&%^% Boise State University…

(我立刻意识到她给我更正校名,因为并不是U of Idaho,只不过Boise Sate U在Idaho。我没有反应,也不多谢她纠正,只管往下说。)

ME: Yeah, this school gave me a scholarship and I was going to pay the rest myself. They arranged a tutor for me and the tutor provided research plan to me! So I decided to go there. I still remember the latest refusal. The nice visa offer told me that it was very difficult for me and hoped I could have substantial changes. So I was here to study and do research. So I am here.

(VO见我说完,满意地笑了。什么都不问。有起身到附近找了什么。这时Issued那个单词还没被圈住)

VO (回来): It looks that you’ve been accepted by two universities.

ME (立刻意识到她已清楚知道我有两个offers。镇定!): Yeah. The other one is University of Texas, San Antonio. Actually, I accepted the Ohio University in March. The UTSA was very late. (为了调整状态,故意叉开话题) Do you want my explanation?

VO: yes! (笑了。大概我真像个小孩子。)

ME: Actually, UTSA sent me a mail in late April. It just said that I was accepted so I was going to decline it. But later, in May, my mom told me that there’s something had been sent to China. She doesn’t understand English! Ten days ago I received a postal mail from UTSA again. And I got to know that they awarded me a full scholarship. Actually, more than 100%. (VO一边听一边笑着点头) So I told them thank you and I can’t accept them, since I’ve accepted Ohio University. My mom has sent the mail to me and I found an I20. Actually, the I20 from UTSA is still kept by me (我好猛啊!). But I am going to mail it back to them soon.

VO (很满意): Yeah! (突然,挤眼睛) which is the best? (她竟然不用Better)Ohio?

ME (我觉得VO不该在这种场合对比两所学校。蛮严肃地说): I like the research area at the Ohio University, even though they haven’t given me a full scholarship.

VO (顽皮的说): Yeah, so you’re going to Ohio.

(好险啊!我都拒了,为什么UTSA就不从SEVIS上删掉我的信息?)

我意识到她要判决了

(VO不知从哪抽出一张绿色小卡纸,上面有个大方框和一些字,但我没留意。她在上面好像签个名。我意识到她要判决了。)

VO: (*&(^$^*& APPOVED….But…..(她好像怕我不理解而担心,一时间不知道找什么字眼来解释)

ME: I know. It’s a security check.

(VO 见我如此善解人意、同情达理,好开心哟!两只眼睛都笑成两条线。)

ME: In 2002, many engineering guys were checked.

(她抽出一张白条,在上面一项打勾,注视日期。翻开我护照最后一页,上面有8个拒签章,是第一至第七次和第九次。她再翻到倒数第二页,有第八次的章。她拿一个方章在第八个章下方按下去,解释说这个章表明我来过,现在要检查,会在章上写个字母。她写一个括号,里面好像是个6字,又像个刚发芽的黄豆。然后把白条给我,告诉我要预留一个月时间等待,一切妥当的时候,使馆会寄信给我,我只须将护照速递给使馆,他们会补上签证,再速递回给我。)

真是太感谢她了!不过没有激动,也无法肯定一定通过。不知国内的朋友check多久?她收了我的DS表、AD letter、offer letter(连同emails)和简历。

过去诚实,换来即时的拒签。英国社会发达,以诚信操作。这次只要我如实把情况的来龙去脉说清楚,VO就给我好分了。所以我那时就想,这是我认识的美国人吗?

我是个容易掉眼泪的人,但长大后从没为自己哭过,倒是为那些在艰苦中奋斗的人们流过许多泪。每次拒签我都没哭过,还笑。男人男人哭吧不是罪。明白眼泪背后的意义,就对了。
